Mike Marmer wrote about a recording of a Harmonie version of Beethoven's 7th
symphony and Michael Bryant responded with a great deal of good information
about the history of such transcriptions.

I've played a version of Beethoven's 7th for winds as listed below - the
description is from the Sibley Library Catalog of the Eastman School. It is
from 1816, except for the clarinet parts, as noted, but they don't indicate
where the clarinet parts originated. Since it does not call for double bass
or tympani, it would seem to be a different version than used by the
Netherlands Wind Ensemble.

We clarinets did have the violin parts. While it wouldn't be to everyone's
taste I'm sure, I found it a lot more fun to play than the clarinet parts in
the original orchestral version!
