There is a basic book called Introductoin to Music Theory by Johannes Tall (Heritage Music Press) that starts from the beginning and gets into voice leading and elements of structure and form. I think it is a great book for someone just beginning to study theory. there is a textbook and workbook. I have used it with my students to at least get them started before they go to college. You might give it a look.
