Any clarinet method book will have exercises on rhythm. The key is to begin
work at extremely slow speed and with a metronome. After that, there's
nothing better than Baermann Part 3, perhaps in Av Galper's "Upbeat" edition,
which gives a very good concept for grouping notes to play with proper rhythm.

On a higher level, Hindemith's "Elementary Training for Musicians" (which,
despite its title, gets into extremely difficult, advanced exercises) is I
think the best training regime of all. Once again, you must work out each
exercise at a dead slow tempo to get it accurate, and it works best in a
group or with a teacher who has gone through the training.
