Yes, Stravinsky actually did say that in so many words.

His followup statement: "It (music) can express itself, only. And, it does
so most eloquently... eloquently." suggests that implicit in his
pronouncement was the notion that music was powerless to express not
"anything at all," but anything 'extra-musical'.
