First of all, a staccato dot over or under a note does not mean very
short.
Secondly, a slur over or under such dotted notes generally means the
notes should be articulated gently.and played on the longish side.
It helps for the air to be continuous so as to be able to start the notes
gently.
Since the movement is in two, the notes could be played like syncopated
shortened half notes.
