Octave blowing clarinets

There is an item that appears in Oscar Krolls book on clarinet.

It says:Clarinets have indeed been constructed which appear to overblow
an octave.
In fact, these instruments still overblow the twelfth but, on account
of an extremely complicated key system, the fingering remains the same
for every octave.
Gregory Carnock and Antonin Konrad of Prague got patents in Prague and
Germany in 1930 and 1932.
