I would assume the with music/without music thing is
because with one soloist, the coordination comes from
the soloist being with the conductor, and vice versa,
while with chamber music, such as the Brahms Trio, or
Dvorak Serenade, the control of the tempo and dynamics
is passed from person to person, so music is needed to
go back to a place if people get lost. Just my opinion
for the distinction.
