Well that's not entirely true,
The NYSSMA manual states "in A or Bb." Many high school students do not
have A clarinets.
Personally, I advise staying away from Weber and Mozart for ANY high
school students on this list auditioning for all state. Even though most
manuals state that they only judge your playing and not your selection of
music, when the 20th kid comes in and plays the Pollaca from Weber 2,
they're gonna be sick of it. Play something off the wall that the
adjudicator has to cross his eyes to read the score, and he'll appreciate
the wake up call (usually). My abnd director, who has been adjuciating for
20 years, has only given 1 perfect score on the Mozart concerto.
