Alan,
have them fixed or you risk getting a crack. I do it with a bit of very thin
cloth. It's probably not the cold weather so much as the heating in the house
which is drying out the wood of your clarinet. The ring at the bottom of the
bell doesn't matter. It can turn as much as you want without coming off.
