Yes, this is mostly true. I don't believe they are coded to keep them from
being copied. They have had a fee or a tax paid on them to make up for the
fact that most people are using them to copy copyrighted music.

You can burn .wav files onto a data disc that will not play on a CD player.
However, with the correct software, you can turn those .wav files into a
Redbook Audio CD quite easily.

Beware of Easy CD creator as it makes CDs that are in fact multi-session CDs
with a 2 second pause between tracks. This is *not* true RedBook... It may
work in most CD players, but if you want to put a track between to attaca
movements, you'll be out of luck.
I would also stay away from CD-RW discs for audio. They don't work on a
wide range of CD players...
