It's performer's discretion, because it was performer's discretion at
the time Weber wrote it.

The turns you speak of aren't in his manuscript. Some of them may be
what Baermann added when he first performed the piece (we know he did
things like that), and some of them may be additions by later players.

But that doesn't mean that you shouldn't do any of them, if you like
them. It's just that you're not obligated either way. And you can make
up other embellishments if you want.

Of course, you have to convince your public that your embellishments
are appropriate...
