This is a problem on a number of bass clarinets. This twelfth is a problem
and it is hard to say whether a sharp 'b' or a very flat low 'e' is easier to
fix. In any case:

My solution is, when possible, to lighten up on the register key when you
play the long 'b.' This will flatten the pitch considerably. Not possible in
faster moving passages, but then the pitch issue is less noticable then
anyway.
