I am certain that there are non-Boehm system clarinets being made. I
had a student over the summer from Germany who played on a German
clarinet with many differences in the keywork, not to mention grooves
in the mouthpiece so that the reed could be held on by wrapping a
thick thread around it. I'm sure you can find pictures on the Yamaha
web site (or others, but I'll take a guess that Buffet doesn't make
them!).

I've heard that the French and the German are a bit stubborn about
borrowing each other's technical advances and updating the keywork on
their respective systems. I think a F/C-Ab/Db slider key for the
right pinky would be an excellent feature to offer on the Boehm
system. I have seen grooved mouthpieces available for the Boehm
system as well, but I can't say whether there is much of a difference
between that and a Rovner ligature (especially their 'dark' model).
What I can say is that they get pretty good at tieing that string
very quickly!
