The time between refacing depends on some additional factors, such as
the exact material, how much you tighten the ligature, how sensitive you
are to warpage and wear in the mpc, etc. When you start having
difficulty getting reeds to play, when you start getting a lot of chirpy
reeds, or when you start having difficulty slurring into the third
register, you should consider having your mpc looked at.
Playing outdoors will discolor the mpc, but not necessarily cause damage
to the playability of it.
I don't think that cold will negatively affect the playability of the
mpc.
