While you may be right about the general characteristics of French and
German style reeds, the term "French cut" has always, whenever I've seen it,
been used to describe what Bill wrote about - cutting the bark away across a
straight line at the back of the reed vamp. It has a very easily perceptible
effect on the reed's response.
