The next-to-top trill key is used pretty much only for the throat Bb. It
should be easy to sand down the bumper cork or put a thinner pad on it so it
opens wider. If necessary, a repair technician could undercut the hole.
I'm not sure what you mean by "throat C and B." The throat register ends at
Bb. Do you mean (treble clef) middle line B and third-space C as played in
the lower register with the top two trill keys? If so, once again, these two
keys aren't used for much else, so setting both to open wider should work
fine.
If you mean the C and B the octave above, at the top of the clarion register,
that's a more difficult problem. If the part doesn't go up that high, just
adjust the neck slide to make the first space F in tune. If you need the
high notes, you'll have to find a compromise position for the tuning slide
that lets you favor both registers into tune. If your Buffet is new, you
should have it fixed under warranty.
I'd not surprised that the intonation on the single-register-vent Leblanc is
off, since the lack of a double mechanism sabotages intonation. However, the
fact that both basses are out of tune in the same way makes me suspect that
your mouthpiece may have a problem with the chamber size. I've tried a
couple of Buffet 1193 basses, and haven't noticed that problem. Roger
Garrett, who's plays a lot of bass, says that Vandoren mouthpieces are quite
inconsistent. He refaces bass mouthpieces, and many people have praised his
work, so it might be worth sending yours to him to see what he can do.
