For many years I've been a member of a list which specializes in
cross-cultural communication. One of the few things I've learned is that
one or two people have the power first to drive valued contributors from a
list and if allowed to exercise without restraint their freedom of speech
can finally kill a list.

One safeguard we had was a series of guidelines. Guideline #5 read
"Subscribers who engage in name-calling, racial, ethnic, linguistic,
religious or other slurs will be asked to sign off the list."

During the time I was listowner, any violator of the guidelines received a
personal posting of the guidelines from me with the comment that I felt one
or more of them had been violated and please to abide by them in the
future. Violations of the guidelines often were off-subject as well.

Richard Bush's posting, namely, "you are totally repugnant, conceited,
despicable and deplorable. Besides that you are an obnoxious ass" is
sufficiently off-subject in my opinion to warrant a transmission of the
guidelines unless it can be made clear that he is talking to his old
bassoon after a disastrous concert.
