I had a hard time learning to flutter tongue, and I'm still not very good at it. But I can do it. I started out by fluttering with out my mouthpiece in, and then I'd put the mouthpiece in while I was fluttering, and eventually I got to where I could do it normally. Fluttering tonguing is hard to learn (for some) but it's a lot of fun once you can do it! Good luck!
