They have not banned ALL carry-on luggage, but have severely restricted
it. You cannot even bring a nail file on any more! No aerosol cans, not
even TINY penknives. You cannot even carry a disposable razor! They will
either allow you to move these items into your checked baggage or will
confiscate them.
