If you're talking about the rag, "Dill Pickles" by Charles L. Johnson, the
answer is that it was originally copyrighted in the USA in 1903, and is now
in the Public Domain. (I researched it thoroughly before writing and
publishing my Brass Quintet arrangement of the same piece in 1995.)

Technically, you should have verified copyright before writing the
arrangement. Since ":Dill Pickles" is in the Public Domain, there is no
problem. Had it still been under copyright, writing the arrangement without
permission would have been a violation of copyright.
