John,

I wonder if what you are referring to is a step some teachers use when
starting beginners, to focus on just embouchure and air by having them
play just the mouthpiece and barrel.
When embouchure and airspeed are working, the pitch will be
'around' a concert F#.

If you have access to David Pino's book "The clarinet and clarinet
playing" he describes this in detail in the chapter 5, Embouchure and
Tone Production.
