Any work that is in not in the public domain but is, rather, still in
copyright, may not be arranged for a different medium without permission
from the copyright holder, or it the arrangment is in violation of
copyright law. This includes arrangements of a pop song for choir to
perform in school.

Of course, it is done all the time, and, unless money is being made by
anyone, it is hard to prosecute and collect damages, but it is still a
violation of copyright law.
