Re prices, I found this when browsing the Howarth 2nd hand list:
'Selmer series 9* Bb, older model, good condition £750' and 'Selmer series 9
pair, excellent condition, good buy £1295'.

Bearing in mind that Howarth tend on the pricey side most of the time and
that these are English prices, this may or may not be helpful to you! (at
1.38 $/£, £750 is $1035, and £1295 is about $1790. As a benchmark, B12s are
RRP £415, or $573; and own price (before tax) is £280, or $386. If you know
the equivalent US prices for this instrument this may give you an idea of
the comparative worth of the Selmer) I've seen good condition 2nd hand R13s
offered for the same price as the 2nd hand 9* above in the UK (admittedly a
couple of years ago), though Howarth ask £100 more for one.

It seems (in my uneducated opinion :-) ) that these clarinets hold some
reasonable value, as these are (for both models) similar prices to new E13s
from the same price list. Of course this doesn't mean they're suitable for a
student, but if the asking price falls within her 'limited budget' you may
have found a good deal financially speaking. The prices I have quoted
should, I think, be top-end prices for these instruments. Good luck with
your decision!
