I have the same editions of Baermann that you do; given that Cundy-Bettoney
is a division of Carl Fischer, I would doubt that they have another edition
in print. I don't know for sure, though - sorry. The flagged half notes are
indeed breath marks, and I quite agree with you - some of them are in strange
places and there are altogether too many of them. I don't observe all of
them - I just choose the ones where either I or the phrasing requires a
breath.
