Nilo Hovey, First Book of Practical Studies for Clarinet.

It goes through the first 7 keys (through 3 flats or sharps), but it
doesn't have the intimidating appearance that Rubank or Klose does.

The commentary is left to the teacher. There are no blurbs about what
the student's goals should be, or what a dotted note means, or
hand-clapping or explanatio of intervals. It has no 1/16-notes, but
the preface reminds the student that he or she can play (someday)
1/8-notes at high tempo.

It has no tunes, but some of the scales and chords approach being
'melodies', and some of them include accidentals. It's inexpensive ($7
or thereabouts).
