Yes, I have this diffuculty also. I can fluttertongue no problem up to the G
on top of the staff, and after that, the pitch is just too awful for me to
stand it. It seems as if the height of my tongue in the back of my mouth to
properly voice the higher notes interferes with my ability to sustain the
flutter action in the higher register. I'm lucky that I haven't run across
anyhting that requires me to flutter any of these higher notes!

Now, fluttertonguing on the bassoon, THAT'S fun!
