Bill,

I believe the answer might be a I 6/4 chord. In the key of f major, I, IV,
"F major" with "C" in the bass to move to the dominant. In the progression
you are describing (I, vi, ii,) the next chord could be the dominant in
which case the "ii" is being used as to set up the dominant. However,
without knowing what the next chord is, it makes it difficult for a more
definitive answer.

Hope I understood your question, better yet, I hope you can understand my
answer.
