I hope that it's possible to offer a comment (and pose a question)
about mandatory vs. elective _without_ taking sides about curricular vs.
extra-curricular.

Music is oriented towards performance, which means towards pleasing
(and being judged by) an audience of peers in a public gathering.

Being judged in this way is not necessarily bad. It's part of
life. Some people thrive on it. However there are tremendous
psychological and social ramifications to it which other subjects such
as math and history and so forth don't involve.

Do you really want to force every child into this uniquely exposed
situation when you _know in advance_ that a significant number of them
won't be equipped for it, and may never become emotionally equipped for
it during their entire lives?

Can you teach music without requiring performance? Would you be
setting a significant number of children up for shame? and life-long
resentment?
