I have the converse problem: I speak german, but my english is too
weak to find the correct translation of the word"besetzt" into
english. There are (at least) two meanings, which are akin of course.

What you said, "occupied!" is one of them, for example, the toilette
is occupied and you can read this word at the knocked door.

The other meaning, which is meant here, is "occupied" in the sense of
"to have or hold a position, post or job". The substantive is
"Besetzung", which means the "filling" (?) or the "cast" of (for
example) a band or a theatre piece. Yes, I think in the film world
"cast" would be the right word.

In this special case "mindestens doppelt besetzt" (at the beginning of
the 4th movement) in my opinion means that the part (of the Eb
clarinet) should be played by at least two persons. Does this make
sense? I say "in my opinion" since I understand the german words, but
I'm not so musically educated that I would be sure. But I think there
could be no other meaning. But this would imply that there are least
five clarinet players, wouldn't it?

Mindestens = "at least" (example: Nicht im mindesten = "not in the
least")

Doppelt = "double" (example: Doppelbett = "double bed'")

Besetzt = "Occupied!" or "Busy!" (example: Es ist alles besetzt = "All
seats are occupied!') The "!" seems implied in the word.
