I am late replying to this earlier request for literature.
There are a number of pieces aimed for solo clarinet and easy high school =
level bands.
The easiest would be Anne McGinty, "Rhapsody", 1981, Hal Lenorard. This =
is a moderately easy piece for both solo and band.
Another easy work is "The Triumphant" by Stephen Melillo. 1987, Bourne =
pub. This was composed while Stephen was still a high school band =
director. It is an easy grade 3 high school level piece. The solo is a =
bit on the sleeve emotionally, but a solid work.
You might look at the Frank Bencriscutto "Dialogue for Solo clarinet and =
Wind Ensemble". 1978, Shawnee Press. It is about a grade 3-4 band with =
an interesting clarinet part.
