Part of the problem, obviously enough, is that schools can choose
how to spend whatever money is given to them, but schools cannot choose
how much money they should receive in the first place.
In our district's case, the federal government has cut back on the
funds they give our district. So far as I can tell, our district's
staffing level is already "lean and mean and efficient", and therefore
some aspect of education has to disappear......
