I'm assuming you're talking about the 1919 orchestration. My score shows
that the clarinet notes double (though with notes left out) the main
"melody" being played by flutes, 1st oboe, horns and piano (in canon a bar
after the trumpets and trombones). The "C" (concert "A" on an A clarinet) on
beat one of the 6th bar of #10 (1 bar before #11 in my score) is correct to
match the other thematic instruments.
