Yes, I think this is quite unusual. Most junior highs or middle schools that
I know of have a requirement that students take a certain number of
enrichment classes, but it can be fulfilled in a variety of ways, including
band, orchestra, choir, and art. I don't know of anyplace, except through
your posts, that requires all of its students to take band or orchestra.
