This is a guess and only a guess and probably not a very good guess, but
maybe someone decided they were not going use the top side keys (for whatever
reason) except only occasionally, so they thought they were in the way
somehow. I don't know. It is puzzling. As far as getting replacement keys,
you might see if a music store has keys that would fit in their spare parts
bin or you could rob them off another old instrument or you might can order
the keys from Selmer.
