I have played "I've Made My Plans for the Summer" many, many times while
on tour with the New Sousa Band, and under the right circumstances, it
is an enchanting number (not at all dissimilar to your suggested
"Bicycle built for two"). I always found the nostalgia of the work
absolutely delicious.

It is a period piece and if you attempt it outside of that narrow arena
you are liable to fall on your face. Furthermore, it has to be sung
(and preferably by a young woman because it is a woman's song) and when
performed outside of the realm of the prosaic, quaint lyrics, it is
rather mundane.

So take it for the simple, naive song that it is; i.e., from the days
when a young woman made plans for the summer and then made a social
event out of telling everyone what those plans were.

We always did it as an encore for the soprano soloist. Sousa invariably
had a woman singer who came out on Sousa's arm and sang one of the
bigger arias. Then, as an encore, she would do "Made My Plans." In the
right dress (of the early 20th century), it is an evocation of a time
passed.
