I have to play the lead melody line in a Sousa waltz who's title is
something about 'I've Made Plans For Summer'. It is terribly mundane,
like 'Bicycle Built for Two'. Any ideas on how I can make it
interesting.

Play it Fred Astaire style --- play in front of 25 waltzing
couples, the ladies wearing pastel chiffon gowns and the men wearing
black tie & tails & top hat. When your solo is done, hand your
clarinet to the nearest gentleman and take your turn at waltzing most
gracefully with one of the ladies. Then reclaim your clarinet for a
dazzling finale.

It works every time. Trust me.
