Yes, pads can leak even when they're new. They could also be poorly
installed. Keys might not be opening the right amount. Debris in tone holes
can cause stuffiness as well. The quality of the mouthpiece and a good reed
that matches that mouthpiece are probably the most important ingredients. If
all is not well here, tone quality will be seriously degraded.

I would suggest you get a second and third opinion. Have someone who plays
very well try your set up. Take it to a good repairman and have him look at
it.
