It seems to me that the problem is lack of a verb, not lack of
emphasis. The lines at the bottom of each message just don't look like
an instruction to some people.

Mark has told us that a longer instruction would 'wrap' onto extra
lines on some people's screens. With four instructions per message,
this would mean a total of eight lines per message for some of us.
(Actually, the instructions already consume eight lines on WebTV.
Any longer would be twelve lines per message for people like me.)

Perhaps something like this would work?

and the page could give A detailed explanation of email addresses.

This would be only two lines per message for most of us (three for
people like me, still a benefit compared to the current eight). No
harm putting the first two words in caps to make it stand out.

....but then again, Klarinet is Mark's list.
