A Viennese waltz is characterized by an early 2nd beat for the "pah-pah"
part of the oom pah pah. The 3rd beat is not moved from its normal
metric place but the second beat is between 1/16 and 1/32 ahead of its
normal metric place. The Viennese are very fussy about the lilt that it
gives to Strauss waltzes.
