At first glance, this appears to be a rather inexpert voicing by the
arranger. In what piece of music does this appear? Two suggestions, the
first would be to play it on the A clarinet, but as this is High School band
I wouldn't expect to see the A clarinet available. However, as this is a
second part, playing the trill an octave lower would seem satisfactory.
