Rebecca,

I recently restored an Albert clarinet (made by Jacques Albert) in similar
condition to the one you describe. It does not require a specialist in
Alberts, just a competent clarinet technician. The only specialty might
arise if the pads are of very different construction to modern pads, but I
think that by the time of the Alberts, pad construction was pretty much
settled into today's design. I'm out of town at the moment, but I think mine
has leather-covered pads. What is the make of yours?

One nice thing about Albert clarinets (and I learned on one, back in
prehistory :-)) is the pure tone you get on the C above the stave ... much
better than on a Boehm. The register key doesn't clog up with water, either.
