There is a fairly dtaied web page devoted to the history of the
waltz. This page says that the word "Landler" is derived from
Austria's geography. The web page places the Landler at 1720 in
Austria.

This doesn't prove that Mozart intended a Landler, of course; but
apparently we can't rule out Landler merely because of the timeline.
