The answers to these questions are different for each person. The
only way to discover the answer is for your friend to try various reeds
and mouthpieces until he is satisfied.
If your friend tries one and doesn't like it, then he can describe
or demonstrate the details of why not to a knowledgeable person
(teacher, clarinetist or perhaps clerk), who hopefully will offer useful
guidance about what to try next; but there is no way to predict which
reed or mouthpiece your friend will choose eventually.
Most stores and mail order houses will allow you to try a
mouthpiece and return it if you don't like it (often with a service
charge for sanitizing and cleaning).
Where strength is concerned, "3" is a middle-of-the-road starting
point for someone who has been playing for a year or so. But if your
friend doesn't have a good idea already (after a year of playing) which
strength works for him, then something is wrong.
