I think I most recently saw it written somewhere on www.wholenote.com.
Basically, you look at a scale and number each note on the scale starting
with the first note of the scale. It's not actually very difficult. The
first note on the scale is the tonic, the third is the third, etc. It's
just that there are a variety of names for these numbers as various people
have written.
