If it's in the archives it got through. If it isn't then it didn't. Sneezy "records" what it gets - the archives are on the same machine as the mail server.
You're probably having trouble on your end - Sneezy isn't (but the message I'm responding to got through, right?).
The list server does not delay at all in sending out messages - they're re-transmitted as fast as the network can handle them, and if there's a problem sending the message back the system will try & contact you for about a month before giving up. Sneezy can't re-transmit what it never sees.
