When I worked, which wasn't too long ago, the rule in California
was that manufactured goods were taxed but service was not. One tricky
case was compressed air for scuba tanks. The tax people decided that
compressing air was a manufacturing process, not a service, even though
we didn't 'manufacture' the air.

(Food and medicines aren't taxed in California either, but this is
because food and medicine have welfare implications.)
