You have it confused. The clarinet is classified as a cylindrical bore
closed at one end. This *combination* is what makes it jump the twelfth.

Here's a rundown of other instruments.

Flute, piccolos, fifes, recorders, and any other horizontal or vertical
flute
Conical or cylindrical bore open at both ends - jumps the octave

Sax, oboe, English horn
Conical bore - jumps the octave

Clarinet
Cylindrical bore closed at one end - jumps the octave.
