Your impecunious harpist might want to try Lime notation software, since
the price is appropriate: it's shareware. You can try out the complete
program for free, and it's $65 to purchase. Upgrades are all free. It
will definitely do up-and-down stems from between-the-staves beams, and
there are both Mac and Gates-system (Windoze) versions. Go to

Having never used any other notation software, I can't say anything on
comparisons, but I find it fairly easy and fun to use. I _can_ say that
it does more kinds of notation than I'll ever be able to use (or
understand). I'd be interested in hearing other evaluations of it from
those who've had more experience with such software.
