I just tried it on Music Write 2000 Standard Edition ($49usd).
This program will cross-beam if you take certain preliminary actions,
but only with all stems of a beamed group in the same direction. Thus
it consumes a bit of white space in order to make 'U-turns' for some of
the group's stems. The first stem that the program encounters
determines the direction of the remaining stems in the group.
This progam has a mechanism to force some stems up and others down,
but using this feature disables cross-beaming.
