When the screws are on top, this is referred to as an inverted ligature.
They come in many designs including metal, plastic, leather like material,
etc.

As someone else has already said, these sound like the Rovner ligature.
This is an excellent ligature, however let me caution you. There is no one
ligature that is "best" for everyone. I have used the Rovner ligature. On
my Vandoren B45 mouthpiece, it works great and I love it. On my Vandoren
5RV mouthpiece, it dampens the reed vibration too much for me and I can't
use it. On this mouthpiece, my little inexpensive Luyben (an inverted
plastic ligature) gives me the response that I want. Yet someone else might
be quite satisfied with the Rovner on a 5RV.
